Annual Enrollment is from November 4–15, 2024

This year’s enrollment is passive, meaning if you do not make any benefit elections during the enrollment period, your 2025 benefits will roll over to the new plan year, except for your Flexible Spending Account (FSA) and Health Savings Account (HSA), which require a new election for 2025.

2025 Benefit Highlights


NEW! 2025 Benefit Changes & Enhancements

  • CVS Pharmacy will be our new prescription drug provider. You will receive a new ID card as part of this change. Be prepared to update your insurance information with your preferred pharmacy.

  • Effective 1/1/2025, Cigna will no longer mail home physical ID cards; however, you can request a physical ID card. Use this FAQ to learn how to request a physical card or access a digital version of your card.

  • There are no other changes to your out-of-pocket deductible, or coinsurance for medical, dental and vision coverage. 

  • Premium changes are applicable to medical plans only.

  • No premium changes to dental and vision plans.

  • Review the 2025 benefit options to ensure they still meet the needs of you and your family.

  • Re-enroll or enroll in the Health Savings Account (HSA) or Flexible Spending Account (FSA) for 2025.

  • Verify your personal, dependent, and beneficiary information.

How to Enroll

  • Online: Click the above 'Enrollment Portal' button. This will direct you to the HBC Benefits Portal which is available 24/7. You can log in and follow the prompts to complete your enrollment at your convenience.

  • By Phone: Call the Benefit Service Center to speak with a Benefits Counselor. They will help you with benefit decisions and record your elections.
